Jiao pointed out that the Belt and Road Initiative emphasizes the decisive role of the market in resource allocation. The Joint Communiqué of the Leaders Roundtable of the Belt and Road Forum for International Cooperation released in May 2017 underlines the principles of fair competition, respecting market rules, recognizing the role of the market and that of enterprises as key players, and ensuring government role." Accordingly, international investment projects in the countries along the Belt and Road are expected to be mainly based on cooperation between government and market.
PPP develops innovative market-oriented and socialized supply mode for public products and services, which has injected new vitality into economic and social development.
Jiao pointed out that PPP can not only address the problem of scarcity of government-funded infrastructure, but also create a new industrial chain and growth engine. PPP is expected to become the key supply mode of public products and services including infrastructure along the Belt and Road.
