亚太地区城市信息化论坛第六届年会公报

2006年10月18—19日，亚太地区城市信息化论坛第六届年会在中国上海举行。

The 6th Annual Forum on City Informalization in the Asia-Pacific Region was held from 18th October to 19th October 2006 in Shanghai, P.R.China.

本届年会由联合国经济与社会事务部、联合国开发计划署、联合国工业发展组织、联合国训练研究所，中国国务院信息化工作办公室、信息产业部、科技部、商务部、中国科学院、上海市人民政府共同举办，来自世界34个国家、69个城市的436名代表出席了会议。

This Annual Forum was co-organized by the United Nations Department of Economic and Social Affairs (UNDESA)and Shanghai Municipal Government, and co-sponsored by the United Nations Development Programme (UNDP), the United Nations Industrial Development Organization (UNIDO), the United Nations Institute for Training and Research (UNITAR), the State Council Informatization Office of P.R.China, the Ministry of Information Industry of P.R.China, the Ministry of Science and Technology of P.R.China, the Ministry of Commerce of P.R.China,and the Chinese Academy of Sciences. 436 participants from 34 countries and 69 cities attended this forum.

本届年会以“消除数字鸿沟：创新. 和谐. 发展”为主题。 共有17位高级主题发言人结合其远见卓识和经验围绕信息化促进公共服务创新、互联互通与信息化惠民、信息化促进商务发展、信息化促进公众参与等四个议题进行了大会主题演讲，一致强调信息化促进经济社会和谐发展。年会期间还举办了联合国训研所电子政务培训班、加强政府执行及援助协调南南合作培训班、全球南方发展论坛、现代物流公共信息服务平台建设与应用研讨会、上海市信息化委员会与新加坡资讯通信发展管理局圆桌交流会、2006国际数字能源论坛、全球信息通信技术发展联盟电子政务亚太区域会议、全球信息化与项目促进研讨会、构建国际产业链的信息新平台研讨会、有线电视发展论坛等10个专题会议，就各领域的前沿问题进行了专题交流。

The main focus of the CIAPR is centered on ICT For a Better Life: the Role of Local Government. 17 high-level panelists have shared their insights and experiences in the four thematic areas including the topics of better public service delivery; better connectivity and access for all; better business and development; and better participation and citizen engagement, with an exphasis on how informatization can better contribute to the harmonious development of social economy. During the forum, 10 Parallel sessions were held as follows:"E-GOVERNANCE" Digital Local Agenda Awareness Raising Workshop, Global South Development and Parallel Forums, Workshop on the Construction and Application of the Public Information Service Platform for Modern Logistics, Round Table Conference of Shanghai Municipal Informatization Commission ?C IDA Singapore, 2006 Global Digital Energy Forum,GAID on E-Governance Asian-Pacific Regional Meeting, Worldwide Informatization and Project Promotion Seminar, Workshop on Access to Global Supply Chain, Interaction:New View of Cable TV, South-South Cooperation Workshop on Enhancing National Execution and Aid Coordination in Asian Developing Countries.

会议期间，联合国经济与社会事务部向澳大利亚颁发了联合国公共服务奖——信息技术应用与地方电子政务奖，向上海市政府副秘书长范希平先生颁发了亚太地区城市信息化合作交流杰出贡献奖。年会还举办了以“消除数字鸿沟，促进经济发展”为主题的亚太论坛成果展。

During the forum, the United Nations Department of Economic and Social Affairs (UNDESA) has bestowed the United Nations Public Service Awards-----IT Utilization & Local E-Government Award to Australia and City Informatization Interaction in Asia-Pacific Region Awarded to Mr. Fan Xiping, Vice Secretary General, Shanghai Municipal Government. The forum also has organized an Acchievements Exhibition of the Asia-Pacific Forum on Bridging the Digital-Divide for Better Economic Development”.

本届年会秉承亚太论坛的宗旨，为国际组织、政府、企业、研究机构和社会公众在信息化创造了交流与互动的平台，继续致力于促进国际间信息化交流合作，不断消除“数字鸿沟”，建设都为人人的信息社会。本届年会主要形成了以下共识：

In the spirit of CIAPR, this annual forum has created a communication and interaction platform in informatization for international organizations, governments, enterprises, research institutes and the general public, with persistant efforts to promote informalization cooperation across the world and bridge the digital divide to build information society for all. This forum has reached common understanding and concensus in the following areas:

——消除由区域间信息化发展不平衡、 不同社群间享受信息化成果的水平等所造成的“数字鸿沟”，是当前全球共同面临的历史任务。为此，发展中国家应立足于通过自身努力，寻求和探索适合本国国情的发展模式；发达国家和地区应尽力在资金、技术、人才等方面提供支持，帮助发展中国家和地区尽快解决基础设施落后等问题，进而促进经济发展并消除贫困。

——Eliminating the “Digital Divide” caused by inequality in the development and promoting informalization among regions and communities are common historical tasks faced by the whole world. As a result, developing countries should seek and probe for development models which fit their own national characteristics while developed countries are invited to provide those countries financial, technological and expertise support so that developing countries and regions can improve their basic IT infrastructure, institutioanl alignment and human resource development for their economic development and poverty reduction.

——信息社会应该是一个以人为本、面向发展、广泛包容的社会，各国都能充分受益，人人都能普遍惠及。为此，在建设信息化进程中必须加强提出公共服务的创新，汇集政府、企业和社会机构的力量，建立具有普遍服务能力的电子政务、创造广大公众用得起、用得上、用得好的信息化公共服务环境，促进人的全面发展与社会和谐发展。

——The global development in ICTs has the potential to be a driving force for building an information society and for an inclusive and people-centered development that will be benefitial to all countries and all people.Hence, promoting innovation in public service delivery through ITs and providing access to all should be further strengthend in the process of informatization. With the joint efforts of government,enterprises and social institutions,we can establish the e-Government network with the capability of efficient and effective ICT-lead public services which can be available and affordable to all so as to promote harmonious social development.

——电子商务已成为重要的经济运行方式，正在不断提高企业生产、服务、贸易的效率与效益。当前，应继续加强推动信息通信技术对传统产业的渗透，促进彼此更为紧密的融合。特别是信息通信技术企业应针对传统产业的具体需求，提供芯片、软件和综合解决方案；国际社会应继续加快电子商务有关国际法和国际条约的制定。

——E-Commerce is playing a very significant role in optimizing community circulation and improving the efficiency and effectiveness of enterprises. At present, it is incumbent to intensify information and ICT penetration into traditional industries in order to facilitate closer interaction among different parties, which gives a special task for enterprises to provide chips, software and comprehensive solutions in specific requirements of the traditional industries. International community should speed up the process for formulating international laws and regulations on e-Commerce development.

——2010年在上海举办的世界博览会，将为集中全面展示全球信息化建设成就与发展前景提供良好平台。为此，年会倡导各国、各地区、各国际组织以各种方式参与上海世博会，并在世博会上充分展示信息社会的美好图景。

——The Shanghai World Expo 2010 will provide a platform of showing the achievements and prospects of global informatization construction.Therefore, the CIAPR appeals to all countries, all regions and all interactional organizations to join the Shanghai World Expo in one way or another so as to exhibit the bright future of the information society.

据此，论坛各主办方将继续共同推动以下工作：

1、所有主办方应响应信息社会全球峰会制订的行动计划倡议，关注发展中国家在信息化过程中遇到的瓶颈和壁垒问题。

In view of the above,the organizers of CIAPR have agreed to take the following measures:

1. All parties should respond to the initiatives of the Plan Action generated from the World Summit on Information Society, and pay special attention to removing the bottlenecks and barriers that developing countries are facing in the informaltization process.

2．所有主办方应努力继续完善亚太论坛业已形成的工作机制，在论坛年会休会期间，继续通过培训、研讨、展览、项目等方式，鼓励信息化领域的合作与创新。

All parties should continuing to perfect mechanism of the CIAPR, during the intervals of the Forum, more activities for informatization and experience exchange, such as training workshops,seminars,exhibitions and cooperative projects will be carried out at the regional and international levels to promote the concept of informatization and popularization of application while encouraging the co-operation and innovation in the region.

3．经论坛各主办方的充分协商，亚太地区城市信息化论坛第七届年会将在信息社会峰会行动计划和千年峰会宣言框架下，于2008年选择合适的地方召开。

After extensive consultations among the co-sponsors of the Forum,all parties agreed CIAPR Ⅶ will be held in 2008 under the framework of WSIS Plan of Action and the Milliennium Development Declaration.

论坛年会组委会将与有关国际组织和各个国家、地区、城市有关方面一道，继续为加快全球信息社会建设的进程，为开创人类信息社会的美好明天而努力。

Together with the relevant international organizations and countries,regions,cities,the organizing committee of the CIAPR will continute to speed up the process of the global information society and help create a better life for all.
